RWANDA : Climate Change Policy Advisor

CA 17 International is looking for a Climate Change Policy Advisor for an EU Project on “Policy implementation in the areas of agriculture and climate action in the framework of the Sector Reform Contract “Transformational Climate-Smart and inclusive agriculture in Rwanda””. The Climate Change Policy Advisor will be embedded in the MoE. He will report to the ministry senior management and will be involved in collaboration with all the different bodies in the implementation of environmental aspects of the overall Kigali Wholesale Project.

He will provide regular policy analysis in the areas of environment and climate action, specifically policy analysis and briefing in the areas of climate change, climate resilience and adaptation, international climate change negotiations. In collaboration with the Expert in resources mobilisation and monitoring/evaluation, he will provide information and technical advice on sources of funds and their priorities and activities. He will supervise thematic studies from short-term experts.

The specific objectives of this project are to:
- Support the sector policies design, implementation, monitoring and coordination in the areas of agriculture and climate action in agriculture;
- Contribute to effective implementation of the sector reform contract.
The outputs expected include:
- Improved institutional capacities of MINAGRI, MOE and related implementing agencies in policy analysis, designing, effective implementation and monitoring; strategic resources mobilisation and legislative development, following a gender sensitive approach;
- Effective implementation of Rwandan monitoring, reporting and verification mechanisms in the context of UNFCCC and Paris Agreement, in particular in the area of climate adaptation in agriculture, following a gender-sensitive approach;
- Enhanced coordination at sector level in the areas of climate action in agriculture;
- Enhanced outreach of research findings and innovative experiences in Rwanda in the area of climate action in agriculture;
- Enhanced quality and inclusiveness of policy dialogue between the EU Delegation and Government of Rwanda in the framework of the sector reform contract “Transformational climate-smart and inclusive agriculture in Rwanda”;
- Enhanced public service delivery and public accountability in the areas of agriculture and climate adaptation in agriculture in Rwanda.
In this context, the Climate Change Policy Advisor’s profile should meet the following requirements:
• Master’s degree in Environment, Environmental science or economics, equivalent professional experience of at least 10 years;
• Proven knowledge of policy analysis and communication tools (briefings, concept-notes, study analysis, etc) in the area of environment and climate action. Ability to analyse information, evidence-based and to translate into policy recommendation;
• Excellent English communication skills both orally and in writing; at least C-1 level proficiency in English.
• Good communication and networking skills;
• At least B-2 level proficiency in French.

General professional experience:

A minimum of 6 years of experience is required.
• At least 4 years of working experience as an advisor to a Ministry; National agency or a public institution, in the area of environment and climate action;
• At least 2 years of experience in climate finance;
• Experience (s) with EU sector budget support programs;
• Experience on research programs in environment or relative to climate change;
• Similar experiences in African countries will be an asset.
Specific professional experience
• At least 2 professional working experiences embedded in technical ministries or national implementing agencies;
• At least 4 years of working experience as an advisor to a Ministry; National agency or a public institution, in the area of environment and climate action;
• At least 2 years of experience in climate finance;
• Experience (s) with EU sector budget support programs;
• Experience on research programs in environment or relative to climate change;
• Similar experiences in African countries will be an asset.
