Following the high volatility in global food prices, particularly those of rice, The overall objective of the PAFIRIZ was to increase local rice’s supply in terms of its quality in order to be competitive with the rice imports still strengthening the links in the chain of production, processing and commercialization among the sector and increasing the rural incomes. The PAFIRIZ project was organized around the three following clusters: i) Support on improvement and development of small lowland used for rice-growing in order to increase local rice’s production; ii) Support on processing and commercialization in order to improve local rice quality by fostering contractualization and integration of relations between producers and processors; iii) Support on the Collaborative Council of Rice farmers in Benin (CCR-B) in order to strengthen the rice farmer organization in a national level, to lay the interprofessional foundations and to maximize dialogue with the Benin Government.

Services provided

CA 17 International was mandated to implement the final evaluation of PAFIRIZ after 4 executing years. This mission followed a mid-term evaluation achieved in March 2012 and which had particularly pointed out the need to review the PAFIRIZ original objectives and more globally, the logical framework of the project. The two experts deployed (a Project Manager and an Agronomist from CA 17 International headquarters) evaluated: i) The level of achievement of the activities and the status of achieving outcomes and objectives; ii) The relevance, efficiency and effectiveness of the methodology and the executive approach adopted; iii) The program outputs, the level of outcomes achievement of the operator in charge of the implementation and of his partners; iv) The action’s durability and the satisfaction level of stakeholders and beneficiaries.
