BOSNIA: restructuring of ministries of agriculture

Project description

The project was part of a wider effort made by the EU and the international community to address the lack of clarity in the institutional arrangements for management of the Agriculture and Agro-industrial sector. The project was aimed at reorganizing the ministry and facilitating the closer integration of BiH to the EU.

Achievements:

• The respective competencies of the Ministries of Agriculture vis-à-vis other line Ministries were clearly defined and the internal reorganization of the Ministries of Agriculture has been proposed;
• Modern management and accounting/audit systems were put in place at the Ministries of Agriculture;
• The human resource capacity of the Ministries of Agriculture was strengthened  (good management and budgetary practice, and policy-formulation and implementation);
• There was a clear understanding amongst staff in the Ministry of Agriculture of matters pertaining to European integration and the adoption of the Agriculture acquis.

Project goals

Specific goals :

• To reform and improve the management of the Agriculture Sector in BiH via reorganization of the Ministries of Agriculture in both administrative entities and the district of Brcko;
• To enhance institutional and human resource capacity within the Ministries of Agriculture;
• To facilitate closer integration with the European Union

Services provided

Technical assistance provided by CA 17 International specialists in EU agricultural institutions reviewing measures needed to be put in place at Ministerial level in order to begin process of adopting community acquis.
