Project description

The Danish cooperation launched the formulation of the Rural Growth and Employment Programme (CEMR) as a contribution to the Accelerated Growth and Sustainable Development Strategy (SCADD) and the National Rural Sector Programme (PNSR) aimed at improving food security. The main objective is to help raise productivity, value-added and income in the rural sector through the promotion of production and employment in rural areas by relying on promising sectors in particular for primary production activities in rural areas and urban and peri-urban processing and marketing.

Services provided

CA 17 International participated in the formulation of Component 3 of the CEMR, whose amount is estimated at 20,172,216€ through the mobilization of two teams of consultants. Component 3 is divided into two subcomponents: i) support at central level to the Ministries of Agriculture, Water Resources and Fisheries, of Animal Resources and of Environment and Sustainable Development, and ii) support at regional level in four priority regions in order to fund public infrastructures and other projects aimed at facilitation of productive development. CA 17 International’s support has provided a written description of the component, validated by key stakeholders, including: the strategic vision of the component, the objectives, results, activities, organizational and institutional structure, budgeting, financial terms and flows, collaboration with other TFP, technical support, a risk assessment and methods of monitoring and evaluation.
