BURKINA FASO: Technical assistance food security for the executive secretariat of the national food security council (SE-CNSA)

Project description

CA 17 International had been selected to provide a long-term technical assistant. The main objective was to contribute to the implementation of the National Strategy for Food Security (SNSA) supporting the national body for food security to a better programming and coordination of the SNSA and a better execution and follow-up of its activities through the support of the reform of this body.

The activities of the technical assistant were as follows:

• Improve the capacities of the executive secretariat in terms of the general steering of food security;
• Support the executive secretariat in terms of promotion and management of the national body for food security;
• Support the executive secretariat in terms of close steering and management;
• In close collaboration with the EU Delegation and the NAO, support the executive secretariat in the coordination and follow-up of actions by the community in terms of food security;
• Assist the executive secretariat in the implementation of community projects.

Project goals

The main expected results were as follows:

• Programming, technical and financial follow-up with the indicators and regular reporting to the CNSA and Ct-CNSA, formulations for the continuous improvement and its integration in the steering committee;
• Identification of programs to be supported in the area of information systems by sector, their formulation, their execution and their follow-up and evaluation;
• Reforms accompanying the body for food security will be in harmony with the managing authorities and will meet the selection criteria for the funding of common funds and/or budgetary support.

Services provided

CA 17 International’s missions were as follows:

• Backstopping;
• Administrative and financial contractual management of the project;
• Mission of the LT TA:
  – Strategic support: formalize the ideas of the different actors in the strategy;
  – Operational and managerial support: management and follow-up of the budget;
  – Follow-up and monitoring;
  – Support to the identification and idea formulation and programs for food security.
