Project description

The BV Lac 2 Project was broken into 4 phases: 1) Natural resources’ development and protection (promotion of agroecological techniques and concerted development plans at land level); 2) Support for capacity building and to supply chains; 3) Support to land tenure security (modernisation of decentralized services of domains and topographies, regional land support unit, setting-up of a new municipal and intermunicipal land offices); 4) Support to agricultural facilities PC15 and Marianna Valley (execution of works of agricultural facilities and institutional support to the Fédération des Associations des Usagers de l’Eau (Federation of Water Users).

Services provided

The analysis of the results achieved made it possible to assess the present situation and to formulate recommendations for the next phase and, in particular: 1) Project achievements and conditions under which they were obtained; 2) Relevance, quality and effectiveness of the organization and operation implemented by the prime contractor to meet the set objectives; 3) Compliance of management procedures, including procurement rules, with the procedures manual; 4) Use of project resources, in particular financial resources’ management; 5) Relevance and effectiveness of the changes implemented in terms of activities and organisation, and 6) Constraints on the project.
CA 17 International provided two experts: a team manager, agroeconomist and an agricultural engineer, specialist in audit-evaluation tools.
