MALI: International Technical Assistance to support the functioning of the regional chamber of Agriculture of Segou - Component ADARSE of PADON 2

Phase 2 of the Office du Niger Development Support Program (PADON 2), financed by the French Development Agency (AFD) had an overall objective to increase agricultural and therefore economic production of the Office of Niger area (ON) through better use of water resources, especially to enable the construction of public hydraulic infrastructures and making them available to economically viable agricultural farms.

Services provided

SERVICES PROVIDED : Within the framework of the ADARSE Component, CA 17 International, in partnership with Africonsult, mobilised Technical Assistance to provide support to Ségou’s regional Chamber of agriculture by:

• The implementation of its 2014-2017 business plan: As an advisory body and representative of the interests of the rural world in the Segou region, and like the other CRAs in Mali, the Ségou CRA has two main missions: a statutory and an intervention mission. Within the framework of its sovereign mandate, it acts as an interface with public authorities, meets the needs of professionals in the rural world and carries out intervention actions aimed at economic development through the development of agriculture in the region, and especially in the Office du Niger area. As such, it has adopted a framework document for intervention, its 2014-2017 business plan, which guides all its actions, in order to i) strengthen its operations; ii) strengthen its coordination; iii) strengthen its interventions; iv) strengthen its information and communication role; and v) initiate a reflection on the economic development prospects of the Ségou region.
• The management of the delegated Contracting Authority of the “ADARSE” Component of PADON 2: As such, specific support is provided for the development of a technical and economic services offer for agro-entrepreneurs in the Ségou region, particularly those in the Office of Niger Area. In addition, CA 17 International provides specific support for the relaunch of the Regional Fund for the Development of the Agricultural Sector (FRADSA), which aims to support innovative and economic development initiatives in the fields of production, processing and marketing of agricultural, livestock and fisheries sectors.
