MOROCCO: Technical Assistance to the European Union support program for the National Agricultural Advisory Strategy

The main objective of the AT-SNCA Mission was to provide medium and short-term expertise to support the institutions concerned (Office National de Conseil Agricole – ONCA and Directorate for Education, Training and Research – DEFR) in the implementation of the SNCA and under the direction of the Moroccan Ministry of Agriculture and Maritime Fisheries (MAPM). This Technical Assistance will thus help to promote an agricultural advisory system tailored to the needs of farmers and is financially accessible and available locally, by providing a support team, advice, methodological and technical assistance support/transfer of expertise, composed of international and national experts based at national level.

Services provided

CA 17 International, with the support of its consortium partners, implemented the TA-SNCA with the mobilisation of 4 medium and long-term key-experts and short-term non-key experts. The TA thus supported the improvement of the governance and management of the SNCA to provide beneficiaries with a clear long-term strategic vision in terms of public and private agricultural council. On the other hand, the TA supported the ONCA in improving its organisation and its structure, and in establishing its Information and Training Systems. Eventually, the TA supported the Directorate for Education, Training and Research (DEFR) in implementing a standardised private farm advisor system.
