The Agricultural Sector Program PASR (2008 – 2013) had two components: 1) institutional development for supporting public institutions in the rural sector, agricultural chamber and the micro-finance sector; 2) Support to the local development process in the regions of Zinder and Diffa through actions for the establishment of infrastructure and the promotion of employment (Establishment of a local development fund).
Services provided
The team was made up of 5 experts, including CA 17 International, who provided a confirmed expert in rural development (head office expert) and a rural engineering expert.
The main objectives of the evaluation were to i) Analyse the situation, hence the poverty reduction and food security promotion strategies; ii) Note the rate of progress of the activities implemented by the PASR; iii) Analyse the relevance of the institutional framework and the breakdown of resources related to the implementation of the program; iv) Make recommendations on i) improving effectiveness (efficiency) and (ii) contributing to the review of national food security policies.
