SENEGAL: Mid-term evaluation of a support project to small scale irrigation

Project description

The evaluation focused on situating the progress of the programs in each component and mainly assessed the initial results and achievements of the project in order to be able to formulate an opinion on the validity of the approach implemented by PAPIL identifying any achievements and malfunctions.

Project goals

The Small Local Irrigation Support Project (PAPIL) had the sectoral objective of contributing to food security through the development of small irrigation at a local level and thus contributing to increasing agricultural production on a sustainable basis.

The main objective of the mission was to:

• Conduct an inventory and detailed analysis of project activities;
• Make proposals to improve the efficiency of the PAPIL.

Services provided

The mission’s overall approach was as follows:

• Description of the project: organisation, operation, means, activities, according to a forecasting/realisation approach;
• Evaluation according to different criteria;
• Identification and analysis of the main difficulties encountered;
• Operational recommendations for the 2008 program and with regards to the possible extension of the project.
