In 2008, Morocco’s new agricultural sector policy, the Green Morocco Plan (GMP), was launched under funding of a major investment plan. The objective of the GMP, which aimed both to support high value-added agriculture (Pillar 1) and support for farming agriculture (Pillar 2), was to revitalise the agricultural sector so that it would become the main engine of the Moroccan economic growth in the 2020s.

In order to consolidate the GMP’s achievements, and in particular, in support of Pillar 2 of the GMP, the European Union had financed the implementation of the Support Program for the Agricultural Sectoral Policy in Morocco (PAPSA), which had, as an overall objective, to strengthen and revitalise the Moroccan agriculture performances with the aim of making it more competitive, as well as more environmentally friendly and make a greater contribution to national food security. The PAPSA focused its activities on scaling up and professionalising four priority sectors, namely: red sheep meat; date palm; olive cultivation; and, local products. Furthermore, the PAPSA intended to strengthen the technical services capacities at the Ministry of Agriculture and Maritime Fisheries so that they could fully assume their functions inn agricultural advice.

Services provided

As part of the implementation of the PAPSA, CA 17 International, was mandated by the European Union from 2013 to 2014, to carry out a set of short-term missions to ensure i) constant monitoring of the PAPSA and GMP’s implementation; ii) detailed review of the progress made in achieving the PAPSA’s performance indicators; and iii) carrying-out of an in-depth analysis of the general and specific conditions relating to the disbursement of the various tranches of budget support.
